How can he be an international player when he was given the cap, he hadn't played for the national team in any format before. I am saying he was part of the squad when he played, not a net bowler. That's the fact, no matter how you try to twist your words.
Incidently, T Natarajan of India who travelled to Australia as a net bowler in India's tour of Australia in 2020 was added to their squad (both ODI and t20) due to two players in the original squad being injured.
