That is not out in any book. He waited till Buttler got out of the crease, he can not do that. Awful umpiring indeed.
They changed the wording some time ago

“The message to the non-striker is very clear – if you do not want to risk being run out, stay within your ground until the bowler has released the ball.”

This is the law now

Quote:41.16 Non-striker leaving his/her ground early

If the non-striker is out of his/her ground from the moment the ball comes into play to the instant when the bowler would normally have been expected to release the ball, the bowler is permitted to attempt to run him/her out. Whether the attempt is successful or not, the ball shall not count as one in the over.

If the bowler fails in an attempt to run out the non-striker, the umpire shall call and signal Dead ball as soon as possible.

Paused the video at different points. I think Buttler is inside the crease when he's expected to go through with the bowling action. He doesn't complete the action

Another ambiguous law by ICC Doh If so the bowler can wait till the batsman leaves the crease to run him out...this is what Ashwin did. I think Buttler thought Ashwin had delivered the ball...or least almost delivered. Buttler was still inside the crease when Ashwin passed the stumps to deliver the ball.

Ya exactly, which is why it should not be out. Ashwin claims he did not eve load. I thought he did.
Watched it a few times. Only someone who watched the game can tell us about this. Is it possible that Ashwin noticed Buttler moving forward too early in the deliveries leading up to this incident? He may not have been trying to trick Buttler. It looks like he expected Buttler to be out of the crease by the time he would complete the action in this instance and chose the wrong delivery to do it lol

These two shots are very conclusive. It should be not out. I think it's probably a case of him expecting Buttler to move forward early based on what he had seen leading up to this delivery

Asswind says it wasn't planned. So it's hard to judge..Like Bada said if he noticed Butller leaving the crease early then he's clearly planned it so would need to have seen a few overs before thsi I guess?
