This is because if you discover a guy hitting 145 km/h and he is going straight the national academy, same with spinners that turn like Murali and Warne. Good batsmen don't go unnoticed. They often get discovered when they are like 12-13-14 and chosen to play decent level club cricket. Also the facilities and access to coaching isn't all that good in rural areas so most don't even get to learn batting.
