From my experience in our domestic cricket. There are plenty of spinners who take loads of wickets in domestic cricket but who are not good enough to play international cricket. Our spinners who have played for the national team hasn't shown anything different.

Murali was one of a kind and exceptional on any surface while Herath's performance in domestic cricket was not much different to any spinner who has taken loads of wickets.

But rhat leads me to believe we have heaps of spinners who are herath/prabath level. What is the difference then if they are all taking the same amount of wickets. Just an eye test?

Murali averaged 15.6 in County cricket. 236 wickets in 33 matches. Leave him out of all domestic cricket comparisons. He's too weird.

Cricketarchive.com displayed stats of a player in FC cricket in different countries, but it doesn't give access anymore.

Not really hard to find. Just look up stats of a few spinners who have taken loads of wickets in FC cricket. Upul Indrasiri at 42 years of age still takes wickets, has an FC average in the mid twenties. There are few others who have taken heaps of wickets and average in the mid twenties.

I guess, coaches see something special in certain spinners and pick them for the A team and national pools.
