Sure, but it won't be a pitch like the ones we saw in India this time,
Indian test series wins in Australia 2018/19 & 2020/21 didn't come on spin friendly wickets, the Oval historically is a bouncy wicket & will suit the Aussies. But India have Australia's number in test cricket, would be a good final if only rain doesn't play spoilsport.
The last time India played at the Oval in 2021, they beat England by 157 runsin a game where both sides played just one spinner each, Jadeja for India and Moeen for England.

Australia lost to England by 135 runs, the last time they played at the Oval in 2019. In that match, fast/medium bowlers of both sides took all the wickets in the first innings, spinners came to the fore in the second innings with Lyon and Leach claiming 4 wickets each.

India have few good quicks (though they will miss Bumrah) that can compete with Aussie quicks. So, I can't see Aussies having an advantage even if they come up with a bouncy wicket.
How did Eng didn't qualify for finals? They did well under Stokes. Is it Ashes lost.?

England started winning in the second phase of this WTC cycle. They lost the Ashes away & two tests against India at home in the first phase. Losing to South Africa last year also hampered their chances to qualify for the final.

I doubt England would ever make the WTC final as they play maximum test matches in the WTC cycle.
